Maryland’s Water Quality Protection Regulations – an overview of the origins, conflicts, and overlaps among responsible agencies and their regulations.

Engineers and Designers are often frustrated meeting the sometimes conflicting, and often misunderstood regulations of different State agencies responsible for environmental protection. This presentation will provide insight into the development of the regulations guiding the agencies; some recommendations for navigating the challenges of differing agency requests; and suggest ways to work together to promote improvements within Maryland’s regulatory environment.

Steve Hurt has over 30 years of varied experience working in environmental construction, inspection, and regulatory review. He was instrumental in the development of a program of Consultant review of transportation projects on behalf of Maryland Department of the Environment’s Wetlands Division and Waterway Construction Division. In that role, Mr. Hurt has participated in the review of over 1,000 Joint Permit Applications for projects ranging from minor repairs to some of the largest and most controversial transportation projects in the State. The review process requires extensive interagency coordination, providing unique insight into the regulatory procedures relevant to construction projects throughout Maryland.
