Prioritizing Projects – The City of Greenville CIP Planning Tool

As part of the City of Greenville’s Stormwater 2.0 program development, the City developed a quantitative tool to prioritize different types of storm water capital improvement projects using one consistent and repeatable analysis approach. The tool evaluates a range of key components that together evaluate the “Magnitude of the Problem” and the “Effectiveness of the Solution” for any candidate project, in addition to an innovative benefit/cost approach to make small or large construction projects more comparable when prioritizing where to allocate limited City funding.

Paul Dow, PE is the Assistant City Engineer – Environmental for the City of Greenville. He has 15 years of water resources engineering experience including streambank restoration and stormwater management. He has been with the City since 2016.

Woolpert

Hal Clarkson, PE is a Project Director with Woolpert and has more than 30 years of involvement in stormwater management that includes experience with stormwater program development, implementation, and funding. He is a certified floodplain manager and has been awarded the Institute of Asset Management Certificate. He has assisted numerous communities across the southeast region with stormwater infrastructure management and has contributed to numerous publications on industry standards for stormwater utility development and floodplain management.
