Past, Present and Future - City of Westminster Stormwater Construction Program

In 2016, the City of Westminster was issued a renewal MS4 Permit by the Colorado Department of Health and Environment (CDPHE) which outlined new requirements related to the Stormwater Program. That same year, the city conducted a self-audit of their program and found 53 compliance gaps, 11 of which related to the Construction Program. In the past 3 years, the city has developed its program into one that is robust, and efficient toward reviewing, inspecting, and enforcing on stormwater control measures for applicable construction sites. The City has picked apart and modified its internal processes to not only be compliant with the CDPHE MS4 General Permit, but also provide a service to developers/contractors throughout the City through compliance assistance. Looking into the future, the city will look into more innovative and progressive approaches to provide education and training to developers/contractors to minimize non-compliance and stormwater pollution throughout the city.
