Floods, Stormwater Quality and a Resilient Houston

Director of Public Works, Carol Ellinger Haddock, will present her unique perspective on infrastructure challenges facing America’s 4th largest city. Houston Public Works is responsible for overseeing the Department’s services to Houston citizens through the planning, operation, maintenance, construction management and technical engineering of the City's public infrastructure. The Department’s responsibilities include operation and maintenance of the City’s streets and drainage, production and distribution of water, collection and treatment of wastewater, and permitting and regulation of public and private construction.

Houston Public Works, is the largest American Public Works Association Accredited Public Works Department in the United States. Houston Public Works is responsible for streets and drainage, production and distribution of water, collection and treatment of wastewater, and permitting and regulation of public and private construction. The Department has over 3,900 employees and an annual budget of $2.1 billion. Carol has worked for the City of Houston for fourteen years. She has more than 25 years of water resources experience including private consulting, city, county and federal government. Her expertise includes watershed master planning and floodplain management. Carol is a licensed Professional Engineer and currently serves on the Board of Direction for the American Society of Civil Engineers. Carol graduated with a Bachelor of Science in Civil Engineering from Rice University and has a Master’s degree in Public Administration from the University of Houston. Carol’s husband, William P. Haddock, is a bankruptcy attorney and a seventh generation Houstonian.
