Regulatory Stormwater Inspection for operators and MS4's can sometimes be confusing and intimidating when regulatory Agencies come calling on construction projects. This course will cover basic expectations of a regulatory inspection and provide insight as to how to successfully manage your construction site and have a successful regulatory inspection to meet compliance. Additionally, the course will explore opportunities and methodology for communication and collaboration between the regulated and the regulatory Agencies.

Phil holds a Certification as a Certified Professional in Erosion and Sediment Control. He currently works for Stormcon, LLC, as the South Texas Region Manager. Phil worked for 14 years with a private engineering firm in San Antonio, before moving to the San Antonio Water System (SAWS) to manage the construction stormwater regulatory program. Phil retired in 2015 after 18 years of service to SAWS and an additional 4 years with the City of San Antonio, Public Works Department-construction management. In his tenure with the SAWS Stormwater Management Program, the Program received the 2003 USEPA National Clean Water Act Recognition Award, 2005 International Erosion Control Association (IECA) Environmental Achievement Award and several USEPA Region 6 Recognition Awards for partnership with the EPA Region 6 Stormwater Conference (as the Conference Coordinator).

Diana is a Credentialed Stormwater and Inspector and served U.S. Environmental Protection Agency (USEPA), Region 6 as a Stormwater Enforcement Officer from 2000 to 2014. Work included inspections of construction sites as well as Phase I and II Municipal Separate Sewer Systems (MS4’s). Duties also included enforcement actions, administrative Orders leading to monetary penalties.
Diana also conducted audits on MS4 programs and stormwater training to the stormwater community. Training experience included stormwater inspections and self-audit to MS4’s.
Diana, through work with Stormcon, LLC continues to perform training in stormwater inspections (construction and industrial) and audits of MS4’s in EPA’s Region 6. Diana holds several awards during her tenure including a Silver Medal, a Bronze Medal, Superior Accomplishment Recognition Awards, Outstanding Performance Awards, and Sustained Superior Performance Awards.
