In today’s construction stormwater business, regulatory rules, policies and best management practices have become more technical and challenging. Expectations of field personal involved in the stormwater management of a construction site (project managers, superintendents, inspectors) require more technical knowledge of the stormwater Permit, Stormwater Pollution Prevention Plan (SWP3) and best management practices on site to maintain compliance on a construction site.

Phil holds a Certification as a Certified Professional in Erosion and Sediment Control. He currently works for Stormcon, LLC, as the South Texas Region Manager. Phil worked for 14 years with a private engineering firm in San Antonio, before moving to the San Antonio Water System (SAWS) to manage the construction stormwater regulatory program. Phil retired in 2015 after 18 years of service to SAWS and an additional 4 years with the City of San Antonio, Public Works Department-construction management. In his tenure with the SAWS Stormwater Management Program, the Program received the 2003 USEPA National Clean Water Act Recognition Award, 2005 International Erosion Control Association (IECA) Environmental Achievement Award and several USEPA Region 6 Recognition Awards for partnership with the EPA Region 6 Stormwater Conference (as the Conference Coordinator).

Juliana Morelli has been coordinating permitting and compliance with programs under the Clean Water Act since 1999. She is a CPESC, CESSWI, REM and licensed PG. Juliana currently is a Senior Project Manager with POWER Engineers, Inc. and is the Area Lead for the multi-media team in San Antonio.
