Local Ordinance/Code to meet Texas Permit

For a city to have an effective stormwater management program you need enforcement tools from an ordinance. It should be sustainable long-term so that it can weather changes in the political winds.
Many struggle to understand the cumbersome writing style of legal documents. Hence there is a need to train in enforcement on how to read and understand the ordinance. The key is to understand the ultimate objective is not enforcement but compliance. The ordinance provides a tool box of resources to help obtain compliance. Like any craftsman or artesian, it takes skill and experience learning to use the tools.

Perry L. Harts, P.E., CPMSM is the Stormwater Manager for the City of Frisco, TX. He received his civil engineering degree from Texas A&M and has 31 years of experience in municipal government in the north Texas area. He has been with the City of Frisco since 1999 when the population was 28,000. Today the population is estimate is 178,471.
In 2010 he was assigned to develop and manage the stormwater division which includes MS4 compliance and infrastructure maintenance. He developed, obtained council approval, and implemented three stormwater ordinances. They are the Stormwater Discharge ordinance (2011), the Stormwater Feature Maintenance ordinance (2012) and an ordinance with additional requirement on construction activities in the right-of-way (2016).
