Municipality Panel Session: Q&A On Regional Permit Requirements Current Inspection Reports

This session will provide MS4 erosion control program information from the City of Gresham, Clean Water Services, and the City of Portland. Attendees will receive regulatory and programatic updates. The regulatory agency panel will host a Q & A session in closing.

Jeremy Russell is currently a Sr. Site Development Inspector for the City of Portland's Bureau of Development Services, Proprty Compliance Division. He holds a CPSWQ, and certifications in asbestos, lead-based paint, and residential plumbing. With a great team of lead and asbestos certified inspectors who bring CESSWI, CESCL, and CISEC certifications, as well as various degrees; his current focus is revitalizing the Bureau's erosion and sediment control inspections program by providing a holistic approach to soil protection from demolition through re-development.

Tony Gilbertson is the Systems Planning Supervisor for Clean Water Services. He manages an oversight program to ensure Clean Water Services and the 7 large Cities in Washington County are in compliance with performance standards for operation and maintenance of sanitary and stormwater infrastructure. He and his team are also responsible for managing the District’s inspection program of privately-owned Water Quality Facilities and providing oversight and training opportunities to ensure compliance with state and local erosion control regulations. Tony has worked at Clean Water Services for 23 years and has been a Certified Professional in Erosion and Sediment Control since 2001.

Karen Bromley is an Environmental Specialist with the City of Gresham's Stormwater Division. Karen provides oversight for Gresham's permitting staff, public works inspectors, building inspectors, and contractors to ensure compliance with Gresham's erosion control requirements. Karen also oversees maintenance requirements of Gresham's publicly maintained green stormwater infrastructure.
